If it was like a region Brossart and Campbell County as well as Harrison County and Pendleton County would be on opposite sides of the bracket.

I'll agree with your view of this tournament Mason vs. Pendleton in a good matchup between the top two teams in this Tournament. I'll give the nod to PC though.
