I understand why you would pick School C but others would pick the other schools or don't really get to pick at all.

 

Test results don't always show everything about a school for every student.

 

Some students may need to attend a school that doesn't produce as high of ACT scores but has more discipline, while others need to attend a school that stresses community involvement perhaps.
