In a 41-6 game, this obviously had no bearing on the outcome.

Harrison County has 4th and about 19. Snap to punter is low, hits the ground. Punter bobbles it, goes to one knee to get the ball - retrieves the ball while on one knee, gets the punt off. Mason County defender plows into the punter a split-second later; doesn't touch the ball. Personal foul called.

Correct call? I honestly don't know.

I would say unless he punted it while on his knees he is down and it should be turnover.

Sounds correct to me.

If he had knee on ground and control of ball he should have been down. I believe once the ball touched the ground then roughing the punter is off but personal foul could be called like roughing the passer

If the whistle didn't blow then the official missed what you saw as the knee being on the ground so the play goes on. Defender gets flagged for roughing the kicker.
