During a half time of the East Jessamine vs. West Jessamine game, West didn't come out until the end of the 2nd three minutes that are given to team to warm up. Which means that they weren't on the field until after all the halftime was complete. Earlier in the season I saw a team being penalized because they didn't make out for the 3 minute extra warm up period, but made it before all the time had expired. They were assessed a 15 yard unsportsmanlike conduct. In this case the refs decided not to proceed with a penalty. I was under the impression that refs have a rule book and can read. 1. First, is there a rule about when should you come out? 2. Can refs ignore any rules they don't want to enforce? 3. Should this violation be reported?

Friday at Dixie it was pourind down rain and Dixie didn't come out until the 3 minute warm up period had started. They were given the 15 yard penalty.

It's supposed to be an automatic unsportsmanlike penalty on the coach is the team is not out at the beginning of the extra 3 minute warm up period. No exceptions.

The only legal reason I can see for them not to get a penalty would be that the officials failed to notify the team of the amount of time at 3:00 remaining of the regular halftime clock..

normally, an official will notify the head coach that 3 minutes remain on the clock and he should get his team heading toward the field. However, that is not required and is simply a courtesy. Ultimately, the head coach is responsible for having his team on the field prior to the mandatory 3 minute warm up period.

That happened last week when Bell was playing Knox. Bell was on the field and Knox didn't come out of the locker room until the 3 minute warmup period was over. The officials had failed to notify is what I was told.

My BJ and LJ notify the teams at 4 minutes prior to the expiration of the half time intermission period. If the "Teams", not just 1 or 2 players or a coach or two, are not on the field before the expiration of half time, it is an USC foul.

there were many bad calls or "miscalls' by the refs this game. When East played Lincoln co the same thing happend and LC was given a 15 yr penalty on the kick off. There was a horrible call made when the West quarter back was hit for a 4 yrd loss and #2 Austin Hager came up with the ball only to have it call a 1 yrd gain for West. To bad they refs won't let the game be decided on the field. East beat West up and down all over the field only to have the refs decide the score. How unfortunate.

RULE 9 SECTION 8 NONCONTACT UNSPORTSMANLIKE CONDUCT BY NONPLAYERS

ART. 1 . . . No coach, substitute, athletic trainer or other team attendant shall

act in an unsportsmanlike manner once the officials assume authority for the contest.

Examples are, but not limited to:

g. The failure of a team to:

1. Be ready to start the first half; and

2. Be on the field following the conclusion of the halftime intermission; or

3. Be ready to start the second half at the conclusion of the mandatory

warm-up period.

 

15 yard unsportsmanlike conduct foul on head coach

 

The following explanation was added to the rulebook...

HALFTIME INTERMISSION STRUCTURED AND STANDARDIZED (Table 3-1; 9-8-1g):

These changes clarify that the mandatory three-minute warm-up period begins immediately

following the conclusion of the halftime intermission. The head coach is responsible to

have his team back on the field at the conclusion of the halftime intermission. Failure of the

team to be back on the field at the conclusion of the halftime intermission results in an

unsportsmanlike conduct penalty assessed to the head coach. Failure to have the team back

on the field at the end of the mandatory three-minute warm-up period may result in application

of Rule 3-6-3. The responsibility for the team activities conducted during the mandatory

three-minute warm-up period rests with the respective head coach.ct foul on head coach

 

Rule 3-6-3 means that after the coach gets 15 yards for USC, he could then have a 5 yard delay of game added on top of that.

To be fair, west had a horrible call against them also. The play you are talking about happened down around the 20 and Carbol pitched the ball left for a sweep and the back never caught it. The ball then rolled towards the line of scrimmage and 5 East players jumped towards the ball and 1 came out with it. There was 1 west player there also fighting for the ball. The ref on West sidelined then ruled that the RB was down on contact, which was absurd b/c he never even caught the ball or was even hit. It didn't hurt though because fortunately for East, west fumbled again 2 plays later and East recovered.

 

The same ref then missed a call for West on a punt in the 4th quarter. West punted the ball and it got a favorable bounce and the East returner decided to run after the ball for some reason, well he passed the ball and it hit him in the foot and a West player jumped on it. Well the ref never saw it and gave East the ball.
