It's not a one-person, one-vote sort of thing, but more of a general consensus among the panel.

Seriously, I like the BGP rankings/poll - call it what you want - because of the human discourse element. The voters have to defend their ballots to each other, meaning all get a chance to hear different opinions and views from different parts of the state.

Are the BGP Rankings actually a poll? Or are they just determined by discussion amongst BGP people in high positions?

The BGP Rankings are done by a group of well qualified dedicated members. These members put in a lot of time and work researching the teams and providing information to the other members. That is what makes the BGP Rankings so great, the people doing the rankings research and know the teams they are ranking, not just picking a name out that they have heard of before.
