September 10, 200917 yr Russia jumped in to aid Serbia after Austria-Hungary declared war on Serbia. Russia wanted access to the ports of the Balkan Region. Russia jumping in prompted Germany to back A-H which then brought France and Britain in....hence Europe fell like a House of Cards. I am well aware of the socio-economic, political and military situations surrounding the start of WWI. Especially the overlapping system of alliances and promises made between powers. I was giving an abbreviated version so as to avoid thread jacking. I have no need to be lectured on history(military especially) and WWI is one of my areas of expertise.

September 17, 200917 yr I don't think this was mentioned on the thread but I was listening this morning to the radio coming in and a point was made by Ann Compton. Many of these Czars do have a "check or balance" because many of them have an official title as some form of Under Secretary or something. This means that they aren't totally free to "Do as they please."
September 17, 200917 yr Hatz, add to the fact that about 10 or 11 Czars are members of the NSC, and have been confirmed by the Senate.
