There is one video I saw on X of an officer just firing off pepper spray in all directions, not really hitting anyone just getting it in the air.

Just breathing in that mist will get your attention. 

I've been target adjacent to someone getting maced, it still gets your attention even if you're not hit.

Ohio State fans are so soft. This is being proposed,
