I’d like to see a few of the smaller counties merge, namely the one I live in. Owsley County has 4,000 population and the school district has about 750 K-12. Kentucky has too many counties. Combining Owsley and Lee, who’s county seats of Booneville and Beattyville are just 10  miles separate, would be logical. Even with a merger the new county would have only 10,000. The new high school, if they chose to build one, would have an enrollment of approximately 500.

      One you didn't mention but would have to be near the top of the list is Fulton Independent and Fulton County. If you combined the two high schools the enrollment would still only be around 250 kids. I
