The player that turns it over is the one that takes the charge. You can see he is not set on the charge. Total bail out by the ref.

I don't think it was a charge at all. Potter was standing under the basket it appeared. But to your point I agree, especially the ones where the guy slides under a player already in the air. I'm sure numerous wrists have been broken or injured because of that play

 

I agree that it wasn't a charge, but not for the reason you note. I don't think it was a charge because I don't think he was there prior to him leaving his feet. Him standing under the basket is irrelevant. There is no circle in high school. You can be called for a charge literally anywhere on the floor, including if you knock over a guy under the basket.

 

I don't like that officials call that a charge any more than anyone on this thread does, but the reality is that if the player is there (unlike this play), the official absolutely can and does call a charge.
