What are they hoping to accomplish with this, other than wasting a bunch of taxpayer dollars?

 

I cynically assume it's a move to play up conservative bona-fides to avoid any chances of a challenge from the right in the next primary cycle, but it's strange timing for that. This can't stand up in any court. The 4-4 deadlock won't help them either because there's no way it will be anything other than a ruling against the law from a lower court following stare decisis.
