Has the increased dependence on technology resulted in a decline of off. competence?

I'm old school. I say the officiating was better with out technology. With all our technology, we still can't figure out what constitutes a catch!

I don't know if it's gotten worse, but is sure hasn't gotten better.

Kinda like kids learning how to read an old-school clock. Reliance on a digital readout makes it tougher.

I don't know that officiating has gotten worse as much as technology has gotten so much better at showcasing mistakes. Replay technology has gotten so good, and there are so many views that it's easy for us to spot mistakes. The sport is hard to officiate. The speed of the game is what makes things so difficult. It's easy for us to see things when reviewing a play frame by frame...not so easy at full speed.

I do think the "what's a catch" needs to be simplified/redefined. But that's on the NFL, not the officials. The officials didn't make the rule so difficult to interpret, and that rule/definition has nothing to do with technology. Technology doesn't make the rule any worse, and getting rid of technology won't make it any better.
