July 15, 201511 yr Not knowing why they were detained, hard to say. The victim doesn't follow orders to keep his hands up and is moving around alot. While it doesnt look like a weapon was in hand, who knows what could have been in his waistband. Tough Call.

July 15, 201511 yr I've said it before and will say it again...just another example of two things...you should always follow the directions a police officer is giving you...cops many times find themselves in a no win situation and it's going to get harder to find good, qualified candidates in the future. I mean, really, what officer worth his salt WANTS to be in that situation?
