April 25, 201511 yr I spent 4 years in CA while in the Army. We have had more precipitation here around the house since the first of the year than I saw in my 4 years total there. Truth be known there has been a water shortage in CA for years...it's just that now coupled with this massive drought there is no ignoring it, and they aren't getting bailed out by snow runoff, since very little snow this year. As said above, you can't stick millions of people in a place designed to naturally support maybe a few hundred thousand and not expect there to be trouble at some point in time. There was a good move, Chinatown, from the mid-70s, which told the story of getting water rights to L.A. in the early 1900s. Jack Nicholson Fayve Dunaway and (I think) John Huston starred in it. I think SoCal has always depended on water being shipped in.
