What determined the #13 selections?

I understand the deadline for votes was after the 10th Region tournament. I heard the ballot went out on Monday and voting deadline was Thursday. I agree that Wilson had a terrific region tournament and was deserving like others on the Honorable Mention list. Congrats to all receiving honors!

What determined the #13 selections?

Vote of the coaches. There was a tie that caused the deviation from the normal 12.
