Setting fires is usually an accident too. You think people that flick cigarettes are trying to start grass fires? Speeding in your car is against the law, so if you wreck from going too fast, charge someone 10,000 extra dollars because it "could have" started a fire...? Doesn't make sense to charge someone more than a simple littering fine for it, which are already usually hefty.

 

I'm not real sure what speeding has to do with this.

 

I also don't understand why people care how much the stinkin fine is. I remember reading somewhere about a town that had a sign up by a stop sign that said something like...

 

"Complete stops are free. Rolling through the stop sign costs $500."

 

There's no fine for putting cigarettes in an ash tray. The fine wouldn't be so high if smokers didn't throw cigarettes out the window so frequently.
