Team enrollment, not via the boys in school. Southern has the boys in school enrollment to be 5A but they normally field 16-30ish players. They just finished this season with 18. That is why I specified TEAM enrollment - as in how many are on the roster. 

That would lead to even less kids playing football in Kentucky. Teams would be penalized for having a good turnout for the team. Coaches would cut players just to get to play in smaller more winnable classes.

I get what you are saying and why, but in practice that would be a mess.
