Clarksville Northeast (TN) 28 McCracken County 20

I've got a rule question if anyone knows the answer.

During the 2nd quarter, McCracken punted the ball. The ball hit in the red zone and the Clarksville returner opted to not field the ball, however the ball took a big bounce and struck him in the face mask and it landed in the hands of a McCracken player and he took it in for the score. An official signaled TD, but then the ball was taken back to the spot where it struck the Clarksville player. Essentially implying that you can not advance a muffed punt. Is this the rule? I'd never seen this happen/ruled this way. I know you can't advance a kickoff in this manner, but I thought you could a punt.

It is considered muffed and not a fumble, so it can't be advanced.
