It's more fundamental than party affiliation, and a curious feature of public sector bargaining. If you're a politician that's in the mayor's office or a city council, you're not a Democrat anymore, you're management. As such, the politician finds him or herself taking positions they never thought they'd be taken when they courted union support to get the job.

 

Just look at what Rahm Emanuel did after he took over in Chicago.
