August 7, 201412 yr I'm going to go one step further then Mitch. Not only don't re-build but maintain a strong military presence to help insure ragtag groups (ISIS) can't build strength. The US is still in Germany. Does anyone doubt that if we would have followed the same path after WWII that we did after Iraq that there was at least a good possibility that remnants of the Nazis could have regrouped? Forget about negotiating at presence, just do it. Remember the reason we stayed in Germany was to have a frontline force vs. the Soviets. We rebuilt West Germany in order to maintain the relationships to put our troops in position to check the Soviets. The Germans had had enough of the Nazis and war when it ended and they were quick to make certain the Allies found as many of their henchmen as they could so I don't think the threat was nearly as great for an ISIS as it has been in Iraq and Syria.
