Well the IT guy could of narrowed a search and then picked from random. Picking from random doesn't mean picking from all of FB. I agree there could be other reasons.

 

I understand. However, I just did a Google search for "embarrassing facebook pictures" and saw at least a dozen that were more wacky than her's, for the point they wanted to make. To me, if you searched for someone specifically from your district, it at least opens the door to think someone wanted to make it "personal", versus just making a point.
