Still does not answer the policy and outsourcing question and why resources could not be redeployed to Libya from less volatile countries. From CNN - click here. "The U.S. diplomatic post in Benghazi, Libya, was operating under a lower security standard than a typical consulate when it was attacked this month, according to State Department officials. ... While standards were lower at the compound, security had been enhanced at the post after a number of incidents this year that included a failed bombing attempt against the compound in June, according to sources." I am not sure how to read the above. Does that mean that before June the security was all but non-existent and it was upgraded to 'sub-standard'? BTW, here is the group that seems to have the main responsibility of protecting embassies and consulates: Intelligence and Threat Analysis "The Office of Intelligence and Threat Analysis ( ITA) is the interface between DS and the U.S. intelligence community on all international and domestic terrorism matters. ITA researches, monitors, and analyzes all source intelligence on terrorist activities and threats directed against Americans and U.S. diplomatic and consular personnel and facilities overseas. In particular, analysts monitor threats against the Secretary of State, senior U.S. officials, visiting foreign dignitaries, resident foreign diplomats, and foreign missions in the United States for whom DS has a security responsibility. Real-time threat assessments are provided to support operational and policy decision making by senior Department and Bureau officers. ..." It seems this is one of the failing functions....
