I saw a player last week that was similar but different.

 

In the play I saw the backward pass was by design. QB turned his back to the line faking a handoff and the simply chucked it over his head without looking.

I'm pretty sure it was this one. The play I saw was not by design.

Took the back judge an extra moment or two to signal the touchdown. And the near side linesman still doesn't know what happened!

This could be a valid, planned option to the traditional "Hail Mary" pass. With this type of pass, the defensive backs are stunned enough not to jump for the ball allowing the receivers to have a clear lane to bring in the pass. It could very effective in the right situation.
