Don’t all districts have to use RPI now? I could totally be wrong on that, but thought I read that somewhere.

It is supposed to be everyone "last tiebreaker".  It eliminated hypothetical tiebreakers like the Coin Flip.  There are still on the floor tiebreakers that can be used beforehand.
