Assuming that this league please byKHSAA rules.

Runner on first, the count is 1-1, and there is one out.

Runner attempts to steal on the pitch, batter swings and tips the ball into the catchers mitt. I say the runner has to go back to first base. Umpire says a tip into the mitt is a live ball and the runner stays at second.

Umpire is correct. A caught foul tip is a live ball. If the ball was dropped, then the runner would have to return, in which it’s ruled as a foul ball. This is the correct ruling for NFHS, OBR, and NCAA.
