Can anyone tell me what it means to be all-American in football? When and where is it announced?

It means your good, however my thought is this,

With all the bashing about politics with all-state and yes there is some politics......could you imagine the politcs that goes in to all-american, I mean there are thousands and thousands of H.S players.

Back in the day, I guess early 70's and 60's there were alot of all americans it seems alot less heard of these days. My old highschool which does not have a real rich tradition had several around those years btu none in the last 30 years.
