 If initial discussions regarding attendance need a starting point, consider 20% in Segment 1, 30% in Segment 2 and 40% in Segment 3 for each facility while being mindful that the limitations must be approved by the local health department.
 
I pulled this from document. More to it regarding attendance but I think these are doable numbers.

What if the local boards of health won’t approve or even look at any plans since the recommendation is to not play, thereby leaving all the responsibility and liability on the schools?

If local board of health doesn’t approve then won’t be having fans in the stands. They could even cancel a game.

Yep.  Or maybe even lead to the cancellation of a season.
