Depending where you are they won't. We went through something similar, and they would capture them, clip their ears, fix them, AND RETURN THEM. It was ridiculous.

 

The TNR programs I am aware of will only do this if there is a caretaker.

We indiscriminately kill their predators as well. Overpopulation of cats is a problem but spay and neuter helps a lot.
