This was after he congratulated each swimmer in the event, something he apparently always does.

In soccer, it doesn't warrant a look from anyone. Shows the difference in how unsportsmanlike conduct is viewed in different sports. Thing is, he wasn't upset at a referee, a coach or another player. He just missed his PR time. And they DQ'd him after they had given him his first place medal.

For the record, swim officials are in significant numbers made up of parents. You don't have to stretch your imagination too far to see the issues.
