What about letting smaller teams play with 12 men? Canada rules. I think we should just stick with regular 11 man or play soccer.

 

In your response lies a chunk of the issue - soccer. How bout you make soccer a spring sport? The soccer and football programs would BOTH benefit as well as the shared facilities at most of the schools in question. You make that happen and you go from basically taking each other’s athletes to working hand in hand training each others athletes.

Adding to this, I think it would be reasonable to move baseball to more of a summer sport (several states do this).
