Seems like the Senate can come together and do something.

 

Two things jump out

1. 97-2 vote ( Rand Paul one of the Nays :idunno:)

2. The sanctions hamper Trump's ability to remove them suggesting POTUS may be too friendly with Putin.

only Republicans Mike Lee of Utah and Rand Paul of Kentucky voting against.
