I had read about this recently and it was mentioned in another post, so I looked it up again. here is a Wiki thread on it. $2.5 BILLION spent on this project, and then it was just abandoned halfway through construction. But it wasn't alone...there were dozens of other projects like this abandoned as well, this was just the most expensive. How wasteful, but it's also strangely fascinating too.
