So were they affiliated or just locally organized ? I have to believe they had some affiliation, otherwise they were just skimming in their sales.

If Boone Co law enforcement believed they met the statutes, then do they also believe they were just a set of a larger affiliation ?

I am remembering the teens in the hotel on Dream St. and the fire power that was found in that room--AKs, hand guns, etc. There are some bad people who are trying to work Boone Co.
