April 8, 201511 yr I know several people who work for the Kentucky cabinet that does the same job as the Ohio office in this case. A few child abuse prosecutors as well. You wouldn't believe the regulatory and legal mess those people have to juggle on a daily basis. The requirements and standards conflict with each other and there's enough paperwork to fill a gymnasium. Those folks will never forgive themselves for letting a case like this get past them.
