I know that NCAA Baseball players play on summer league baseball teams...how can baseball do this but basketball for example can't/doesn't?

Basketball players can and some do. Here's a link to the Pilot Rocky Top Basketball League from last summer. You can see that most of the leading scorers are current members of the Vols basketball team.
