I was attending a football game lthis past fall and saw a Quarter Back recieve a targeting call against him, because he dropped his head to protect himself from a hit. He was being tackled from behind, to to the left, and a player dropping his head in front of him. Did this call happen to anyone else or similar situation?

Seen very similar things happen the previous season. Saw several times when a player would drop their head to either try and plow through or to brace for the hit. Every time, the defender had already begun his tackle motion, couldn't stop and the ball carrier basically head butted him.

 

The ball carrier always initiated the contact with the head, and the defender was always flagged.

 

I get the reason for the rule and all of the changes like that, but it's being poorly enforced and poorly called. Something needs to change.

Saw a kid get it as he used a stiff arm and hit the tackler in the crown of the helmet.
