I have watched d-e college football and there are small linebackers playing there, so does this LB/RB from Madison Southern, who goes 5-9-189 have what it takes to play at that level?

D3 and NAIA 'recruit' alot of smallish kids. I'd guess that if he's as advertised, someone would be interested.

If he can run, he may be better suited at Strong Safety for the next level.

Its possible....depends how good the DL is imo. Kid can play and he is quick.

He runs like a 4.7 and has broke many records at Madison Southern

This kid can really play! He's an undersized linebacker by necessity. Better suited for strong safety. Recruiters should be all over this kid. Maybe not D-1(not ruling it out if at the right position)but definitely can play somewhere. His records speak for themselves, even undersized.
