They are kids.
Understand there was a JV game a few years ago - where the Visiting team arrived and the players DID NOT HAVE HIP PADS. The game was not played. Who is that on ??

If I understand the Rule correctly - HC's are required to certify to the Officials prior to the Game - that ALL of their players are legally and properly equipped.
I would assert the Coaching Staff bears responsibility.

Wish him all the best in the future.
In the end guess PRP didn't deserve him.
