I have no idea what the wind was like at Boone County's field. At Ryle it was terrible, and I would venture to say much closer to 30mph than 15mph.

I suppose I should bring my anemometer,my spectrometer,and my newly invented scatometer to future games......The only measurement devices at this game were being held by the two major-league scouts there to see Mr. Laumann pitch. And what would a scatometer measure?

"And what would a scatometer measure?" Maybe the amount of something in the person that is holding it, I don't know.

Are you refering to a stactometer? If so it measures the weight of each drop of liquid in a given volume of liquid. By the way, what did the devices of the scouts measuring Laumann read? Probably 84/85 mph.

He was 87-89 in the first two innings. 85-86 in the fifth and final inning.

I was at a U. of Florida game a few years back and a friend knew some people and we got to sit right next to a few pro scouts. Neat experience. One scout had this Florida pitcher at 91 - 94 all game and the other scout right next to him had him at 87 - 90. Kid threw 7 innings and velocity didn't drop much but I was just amazed at how 2 radar guns could be off that much with the other. BTW, I thought the 2nd one was correct. That experience is why I never trust anyone's take on radar guns.

There are several reasons for that. Depends on the style of gun and the brand. There are also different settings for the guns. Some organizations use a reading that is maximum speed, while others use an average speed from release to receipt of the ball. The angle the scout is sitting at can also make readings vary a few miles an hour. if you are higher or lower in the stands or at a particular angle it makes a difference. There is a RA reading and a Jugs reading and they will vary anywhere from 3-7 mph. most teams are now using a Stalker which has the variable settings.
