Why is a hesitation considered an interruption?

 

Does it mean "before" starting to the plate or (as I read it) "after" starting towards the plate?

Yes I have but they are also getting paid millions which has always had an effect on the way the game is officiated for some players.

 

The way I look at it is this, Tiant to whatimidickey from Boston balked or balk on every pitch because there is an interruption in what I perceive as a natural motion because there is a stop (or maybe multiple stops) in the motion. But if they are doing that on basically every pitch then does that become their "natural motion" associated with his delivery?

 

Ok there has been a close game with both starting pitchers going to the last inning. There has not been a "one second pause" in Pitcher A's motion all night. In a one run game, top of the last inning, Pitcher A suddenly has a one second pause in his motion in an attempt to freeze the runner in scoring position. That is a balk because it is an interruption in the natural motion associated with the delivery.

Checked with some umpires. As long as "something" is moving its not a balk if he hesitates with his leg. They've never called it because usually the hands are still moving.
