They have the 3A District 7 play off games broken down as

#1 Russell playing #4 West Carter

#2 Mason playing #3 East Carter.

 

According to the KHSAA the rankings are:

#1 Russell

#2 Mason

#3 West Carter

#4 East Carter

 

How hard is it to look things up. Earlier in the week the ADI stated that West was locked at 3 and 4 would be determined by the East/Lewis game. 1 and 2 were a toss up between Russell and Mason.

Doesn't the 1 and 4 play and the 2 and 3 play and the winner meet from that?

You are correct, #1 and #2 having home field advantage in the 1st. round of playoff's, 2nd round playoff game determined, by the team's that win in 1st round.
