I bet all the schools that complained also let all their students in for free to the games. (which I have never understood) Charge them $1 to get in, and it pays for the officials.

I don’t disagree but if you charged any amount some wouldn’t come. Some of These small schools don’t even break even on some home games

There are reasons for that, and I bet in most cases the reasons are on the host school (whether lack of give a damn or just not smart enough to host an event.)

Students do not attend high school games like they use to.

What would be the problem with letting the schools decide on what they want to do on this issue? If Union County wants a crew of 5 let them do this and if Madisonville wants a crew of 7 let them have them and pay the extra money. No way should Lyon county have a say so on this matter as they will never have a football team. You should have a dog in this hunt before you have a say so! This is the reason that there is a big shortage of officials in this region. The officials feel abused by the policy board and these decisions back them up.
