Driver who killed a veteran's dog sues for damages

Surprisingly I fall on the side of the driver on this. State law is very clear, owners of dogs are responsible for any damage they cause when not on the owners property. The owner admits that he lost control of the dog in the embedded video. The owner's insurance company even agreed to pay but the owner seems to be being obstinate.

Seems pretty cut and dry. The dog was running loose. Not sure why he wouldn't let insurance pay. Seems like a no brainer. If his dog bit someone, he would be responsible.
