It seems like this would allow the offenders to continue to abuse the system. I'm not a big gambler, but if it is like Casino Astar in Evansville, anybody can sign up for a rewards card that you are given instantly.

 

When they first opened they were going to charge unless you had a rewards card But the stipulation you had to have so much play to be free.
