For District's that seed their District Tournaments, does anyone know what the tie-breaker criteria is? Is it the same statewide or does each District or Region handle it differently? Also, any Districts across the state still do by blind draw or are they all seeded now?

Each district makes its own decision locally, documents it, and files it with KHSAA. The documents may be viewed on the KHSAA website. Don't remember the exact menu names, but basically at KHSAA.org you follow sports>basketball>district info to navigate to the info you seek. Hope that helps.
