The issue is not whether you agree with the KHSAA.
The issue is whether or not head football coaches will believe that the KHSAA will follow through with punishment in the future for breaking these rules.

Great point. It most certainly gives pass heavy teams more time to perfect routes, timing, reads etc. Run heavy teams could use that time to perfect O line footwork on all blocks, QB's and RB's footwork, timing, fakes etc. That's just a few of the things but you get my point.
Teams could take their OL players and coach with them. Work on footwork and pass protection drills behind the endzone while the 7 on 7 games are going on.

Restrictions and allowances after July 9 prior to first contact practice (practice in full gear):
7-on-7 and other simulations are allowed from July 10 to the first day any other pads are worn.
Catastrophic insurance is not valid during these simulations, and the helmet is the only equipment allowed to be issued.
No other pads can be issued to players prior to the first date.
There is no opportunity for any team activity in full gear prior to the first date of wearing gear on August 1. (not new, has not been allowed in past).

All-star game/individual camp exception
Gear may be issued to a player who has previously played for the team to participate in an individual camp or all-star game between the last day of the previous season and before July 21.
No individual camp (not a single postseason all-star game) may be held at a KHSAA member school, or at a facility utilized for games by a member school if that camp includes more than five (5) individuals from the same school during the entire camp. This includes camps sponsored by outside entities if a member school’s coaches are present or any equipment is issued to participants.
The gear must be returned by the individual immediately following the camp.
Penalty for violation will be BOTH institutional, and against the coach, which may include multiple contest suspension.

RAM is totally write on this on. Camps help at Universities and "other" places not used for KHSAA sites will continue to happen, and continue to grow. Individual insurance is provided by the player NOT the school (KHSAA) and that absolves the liability that they have the players sign.
Camps will continue to grow because they make these programs and universities a LOT of $$$$ in the summer. This. Is. Fact.
They might grow, but camps will be before July 21st and only 5 or fewer players from each team can attend.

My question is, why is this such an issue this year? It's like people want to see schools punished. I'm amazed that we now have what... 3 different threads talking about contact and non contact practices or camps? I'd say Ram has done a pretty good job of establishing that what is being done is legal under laws of the KHSAA. Just stop already.

I have an honest question for you. Let's say for a minute that the KHSAA does what you apparently want, and "outlaws" ALL camp activity by teams. How does that benefit Kentucky football players and Kentucky football as a whole?
Just some other thoughts:
1. What if the KHSAA "outlaws" basketball camps?
2. What if the KHSAA "outlaws" AAU?
3. What if the KHSAA "outlaws" baseball clinics?
4. What if the KHSAA "outlaws" Summer baseball leagues?
5. What if..........
You are riding a slippery slope here.
The KHSAA is limiting the amount of contact that occurs for players. It isn't about the camps, it is about the contact.

What's the definition of a team? Varsity team? JV Team? Freshman Team? Can I pull 5 individuals from each level of the team?
A team in this case would be a football program. No more than 5 individuals can go to an individual football camp.

What keeps the 6th, 7th, 8th, etc... kid from a school going to the camp? Isn't it his birth right to choose the camps he wants to go to? A 6A school is going to have lots of quality lineman and skill set players, should we punish "their" kids because they have large enrollment numbers?
That is a question for the KHSAA.

I'd say if Raceland shows up for Down and Dirty and no one else is there, they will go home.
If another team is there and Raceland has 6 or more players, then what?

Head football coaches, ADs, and school districts will not take the risk of punishment from the KHSAA any longer.
If so, the head coach and school district will suffer the consequences.

Would Raceland send 6 or more players to next year's Down and Dirty camp if it would mean an Institutional penalty and one against the coach which may include a multiple contest suspension?
Do you really believe that Mike Salmons is going to risk his career as a coach and educator? Would the Raceland BOE allow 6 or more kids to go to this camp knowing the risks against Raceland-Worthington Schools?

Agreed, but here is the catch.
Since the camp would be sponsored by "outside entities", the member school's coaches could not be present and no equipment would be allowed to be issued to participants.
Read below.

They are also surrounding the defending state champ, Scott County.

You call it a "team camp", I call it an "individual camp" with a bunch of players.
It clearly states that teams cannot be in full pads prior to August 1st.
Let's say that you have 6 or more players from the same high school team in full pads next year on July 15th at a non-KHSAA facility for a camp.
Do you believe this would be legal according to the 8/6/14 document from the KHSAA?

It comes down to this.
KHSAA will do nothing to turn the tide on this problem. Head football coaches and their school districts will roll the dice and take their chances. If something horrific happens at one of these sites where contact occurs, then KHSAA can hide behind its Bylaw Shield and point in the direction of the school's leadership.
What a horrible way to protect football players!
