Thought I would also add the difference in numbers here. Yes, they would all be 4 seeds, but I think distinct difference between the 3. This is just numbers and not looking at opponents themselves, think this is where the RPI helps in justification as points have little barring on it.
Ballard Memorial (0-9) - Scored 40 - Given Up 371 RPI .26974
Pendleton Co. (0-10) - Scored 88 - Given Up 464 .33767
Trimble Co. (3-7) - Scored 128 - Given Up 289 RPI .42670

I am probably on the unpopular side of this argument, but I do believe teams who forfeit should be punished. However, I think the punishment should apply when are talking about deadlines. Ballard Memorial and Pendleton Co. removed themselves before the brackets were released, followed the rules according to the posting on KHSAA. Trimble Co. missed the deadline.
Banning them from the playoffs may be extreme and circumstances should apply if severe enough, but you’ve had to know in advance you weren’t playing this game. Punishment should be your automatically the 4 seed in next years playoffs no matter your record or district play. You still get in but no gain in following season. Smaller schools do struggle with numbers, but those coaches and admin know these challenges in Week 0 and preseason not November.
Regards to playoff system, I think you should keep the 6A in place, but merge districts into Regions. Top 6 get in, #1 and #2 get a bye and #3 plays #6 while #4 plays #5. Bottom 2 stay home. Incentives to be the top teams, coaches only have to find 3 games outside of their region or less, and keeps the first 2 round to minimal amount teams traveling. This should eliminate any 0-10, 1-9 or 2-8 teams making it in theory.
