I'm trying to attach an image to a private message. For some reason I'm not getting a "browse" option to select an image from my desktop.

 

Thoughts? Suggestions?

The image has to be inserted from a weblink rather than directly attached to the PM. It means you may have to upload the image to a hosting site like imgur or something similar, and then use the link they provide you on imgur to insert the photo into your PM.
