Already discussed how many folks think high school ball is the same as the NFL when it comes to pass interference and intentional grounding. Can someone please clarify for me the rule about stepping out of bounds then being the first one to touch the ball on offense? Same as the NFL or is that legal in high school??

Only legal if pushed out in high school
