Head to head is a tie breaker even though you said "no where in the rules does it refer back to head to head for a three team tiebreaker."

As unlikely as it is it could come down to that.

It does not go back to head to head. You continue to look at wins for teams you've beat until a tie is broken. No where in the rules does it refer back to head to head for a three team tiebreaker.

 

Now if they are tied after all opponents wins are exhausted, the commissioner settles the tie. He would likely go with head to head but doesn't have to.

 

Rules are available online, so let's not guess or make things up.

Clearly it does state it goes back to head o head if the tie is not broken.

As mathematical as unlikely as it is it presumably could come back to head to head.
