Although there are some slight variations depending on the host school or league, in general, the passing league consists of a 7 on 7 format. Usually the offense has up to 5 receivers (running backs can be used to come out of backfield in most cases), a QB and some use centers to snap the ball (though many leagues do not require it).

The defense plays 7 players consisting of DBs, Safeties & Linebackers.

 

Some leagues will use flags, others simply use a two-hand touch rule for tackle.

 

The QB will usually have a time limit in regards to how long he is allowed to have before he must get rid of the ball or it will be considered a "sack" if he fails to get the pass off in the allotted time. I have seen leagues use a maximum of 4 seconds to 7 seconds. Again, it just depends on the host.

 

Most leagues require a huddle, although I have seen some who only allow a two-minute drill style, no-huddle formation during the last two minutes of each half.

 

Quarter lengths have varied from 5 minutes to 8 minutes all the way to a full 12 minutes with no clock stopping except in last two minutes...again it depends on the host.

 

As for exta points, some leagues simply said a TD equals 7 points, some say 6 and you must go for two, others have even allowed a kicker to kick an extra point (with no defense).

 

Those are just some of the general rules...you can contact a lot of colleges & high schools who host 7 on 7 leagues and get their rules.
